Asia in the Twentieth Century: General MacArthur, and War, Occupation, and Reconstruction in the Pacific, 1941–1972來探索麥帥對戰後日本的影響。

"Japan, industrially, commercially, militarily and in every other way, is in a state of complete collapse," MacArthur declared.

"Her resources of every kind are absolutely exhausted. Her food supplies are scant and she faces conditions of emergency that may well become catastrophic. Her punishment for her sins, which is just beginning, will be long and bitter.

I. The Emperor is at the head of the State.

His succession is dynastic.

His duties and powers will be exercised in accordance with the Constitution and responsible to the basic will of the people as provided therein.

II. War as a sovereign right of the nation is abolished.

Japan renounces it as an instrumentality for settling its disputes and even for preserving its own security.

It relies upon the higher ideals which are now stirring the world for its defense and its protection.

No Japanese Army, Navy, or Air Force will ever be authorized and no rights of belligerency will ever be conferred upon any Japanese force.

III. The feudal system of Japan will cease.

No rights of peerage except those of the Imperial family will extend beyond the lives of those now existent.

No patent of nobility will from this point forth embody within itself any National or Civic power of Government.

Pattern budget after British system.

III.

It is for the historian of the future to judge just how fully the Japanese people avail themselves of this right and this opportunity which has come to them in wake of the blood sacrifice of countless thousands of Japan's sons. For it is not enough that this right and opportunity be bestowed. It must be fully understood, deeply cherished and resolutely preserved if that which is now written is to be transformed into meaningful and vital actuality if from the bitterness and tragedy of Japan's past and present are to spring these strong roots of individual liberty upon which a future free society must rest.
